Practical reorganization of Polish water management started at the beginning of the nineties. The amendment of the Water Act of 1990 authorised the Minister of Environment, Natural Resources and Forestry to create organizational units which would be responsible for water management of the hydrographic structure. In 1991 seven Regional Water Management Boards were created.
The basic scope of works included defining the conditions of the basin water use as well as the preparation of water resources management plans and programmes, basin water protection and flood prevention. Regional Water Management Directorates which had been created in order to manage water owned by the State Treasury operated at the same time as the Regional Boards. On January 1, 2000 Regional Directorates and Regional Boards merged and the new units shared the tasks of both old institutions. Further water management reforms were planned to be executed on the basis of the new Water Act. Since 2001 seven Regional Water Management Boards have been in charge of water management.
On July 18, 2001 a new Water Act was passed introducing water resources management which included the division of the country into basin areas and water regions. The act crowned the long-term process which led to the creation of a stable water management system in Poland.
