11-th meeting of Polish-Slovakian transboundary waters commission
The 11th meeting of the Polish-Slovak Commission for transboundary waters took place in Wisła (Poland), from 30th May to 2nd June 2011.
The negotiations were conducted by :

1. Maintenance of transboundary waters – participants discussed the stage of the investments on water courses and in close proximity to the border. Majority of works carried out systematically; delay of some projects is due to insufficient financial resources at the disposal of water administrators in both countries.
2. Hydrology and flood protection – the participants of the meeting got familiar with the information about the frequency of conducted measurements and their results – cooperation proceeded smoothly and as planned. It was confirmed that the projects “The system of monitoring and the flood protection in the Republic of Poland” and “The flood forecasting and flood warning systems in the Slovak Republic” have been implemented into the daily work. Automatic hydrological stations installed under the project POVAPSYS in the basin of the Czarna Orawa river operate flawlessly. Attention was drawn to the need of elaborating the flood hazard maps and the flood risk maps for the region below the Complex of Water Reservoirs Czorsztyn – Niedzica – Sromowce Wyżne.
3. Protection against pollution - the results of monitoring on the Polish-Slovak transboundary waters were discussed: water quality is satisfactory and improving. The list of investments implemented in Polish-Slovak transboundary basins that have positive impact on water quality was presented. Moreover, the issues of pollution in the watercourse of the Czarna Orawa caused by animal slaughter waste were explained. No case of extraordinary threat of pollution for the transboundary waters was registered.
4. Cooperation in the context of the Water Framework Directive - Commission discussed the implementation progress of Directive 2000/60/EC in both countries.
It was stated that the harmonization of all aspects of the first period of planning proceeded smoothly. The participants got familiar with the progress on the information project PLUSK. The intensive works are conducted in working groups of the Commissions on adapting the joint monitoring of transboundary waters to the requirements of the Water Framework Directive – process of agreeing methodologies for the reference conditions and classification has been completed; currently both Parties work on developing the technical design of the PLUSK system, the balance of water management and web portal; in accordance with the Water Framework Directive it is planned to start the monitoring system next year.
5. Administration of the state border- Commission discussed the projects that may affect the course of the border. Information from the Border Guard Headquarters was also taken into account. The reports from the inspection of transboundary sections of the watercourses were listened to.
The participants of the meeting also got familiar and accepted the plans of work of all working groups for 2012.
Detailed arrangements for the Polish-Slovak bilateral cooperation on the transboundary waters were laid down in the Protocol.

10-th meeting took place in Tatranska Štrba (Slovakia), from 1 to 4 of July 2009.
It had been arranged by slovakian chair of commission, Ms. Oľga Sršňovă.

9-th meeting took place in Piwniczna-Zdrój (Poland), from 8 to 11 of September 2008.
